1. PROJECT – Lakewood Meadows Oak Tree Sculpture Project

2. DESCRIPTION OF THE WORK – The scope of work involves furnishing all the required labor, materials, equipment, implements, parts and supplies necessary for, or appurtenant to creating sculptural art out of one to three salvaged oak logs, in accordance with the documents and/or plans prepared by the Crystal Lake Park District and the City of Crystal Lake details and code requirements, documents dated August 28, 2026, and any authorized change orders which have been signed by both parties.
Lakewood Meadows Park Sculpture to Honor the Oak Tree
The Crystal Lake Park District is soliciting proposals from professional, student and lay artists and sculptors, chain-saw artists, wood carvers, etc., for creating an art sculpture from three oak tree logs located at Lakewood Meadows Park. The logs were cut in early summer of 2024 and can be found at the NW corner of the park. The creative focus for the design(s) should align with the CLPD’s support of native wildlife and pollinators such as the monarch butterfly, and native plantings while also providing recreational opportunities for residents and guests within our community. The Park District had to remove a large oak tree for safety reasons and wants to honor its life and the benefits it provided through sculpture in the park. Three large trunk sections were cut from the tree. The Park District has a pile of existing granite boulders which may also be incorporated into the sculpture.
The proposal should include at a minimum:
General concept ideas which may or may not be the final design.
The proposed design and construction / installation process.
Proposed costs from conceptual design through fabrication and installation and/or installation oversight if installation is not included*.
Installation process including recommendations and/or detailed information as to how to install, mount or display said sculpture.
*As part of this project, a stable foundation may be required such as a concrete footing and anchoring system for the sculpture to help extend its life while exposed to the elements and is safe for public viewing. The Park District may coordinate and pay for the installation through a local contractor as part of the installation process.
The Park District is receptive to proposals received from an individual or group including a class project.
3. INSTRUCTIONS – All proposals must be accompanied by a proposed timeline for starting and completing the work. All work must be completed no later than April 15, 2027.
Proposal Due Date: Please submit your proposal no later than Friday, September 25th,
2026, 12 noon for consideration.
4. ILLINOIS PREVAILING WAGE ACT – All contracts for the Construction of Public Works are subject to the Illinois Prevailing Wage Act (820 ILCS 130/1-12).
5. SITE VISIT – Call or email Amy Olson at 815-459-0680 x 1217, aolson@crystallakeparks.org, to review the oak logs and site conditions.
6. REJECTION OF PROPOSALS – The Crystal Lake Park District reserves the right to reject any and all proposals and/or bids and to waive technicalities.
7. PROCESS – Upon Crystal Lake Park District’s acceptance of your proposal, Contractor shall submit to CLPD their current W2 and completed AP Vendor Form, Independent Contract Agreement with General Provisions, and Certificate of Insurance listing the Crystal Lake Park District as insured.
